Harder steel effects on tune

I recently met Jim Borden at his facility in PA.  When I ran his BRMXD I asked him how/why they are so smooth.  He explained they are composed of harder steel.  Being that his actions are revered for precision shooting hunting class or competition.  Is there more to this grade of steel than making them smooth??  Keep in mind the steel used for his actions are 4142 and a barrel from Brux for example is 4150.  Action body's from many others is 4140 which is softer than Borden.   Anyone is welcome to chime in.  ...By the way, I know it's out of the question for many to make a trip to Borden's, but if your close enough; I would encourage you to make the time.
